This page documents availability of substitute IMPROVE datasets.  Table 1 lists IMPROVE monitoring sites that are candidates for data substitution.  Candidate sites have less than 3 years of complete data during the 2000-2004 baseline period; candidate sites may also lack complete data for 2002. 2002 data are often necessary to develop modeling projections.  Also included on this page are steps one can take to obtain substitute data and related data products, steps required to submit substitute data to VIEWS, and descriptions of the data collection issues that led to incomplete data at some of the monitoring sites listed below.

IMPROVE sites that are candidates for data substitution due to completeness issues during the 2000-2004 baseline period.  A check under the 'Data Availability' section indicates substitute data and data products are available. Raw substitute data sets from the data providers can be accessed by clicking on the raw data link. Note - substitute data are those in which steps outside the Regional Haze Rule (RHR) Guidance have been followed to replace missing data.  Substitute data differ from patched data, the latter being produced following specific algorithms outlined in the RHR Tracking Progress Guidance.

Steps to obtain substitute data:
  • Raw substitute data from the data provider: Click on the link under the 'Raw' column in Table 1.
  • Daily and aggregate substitute data via VIEWS display tools:
  1. Navigate to either the Trends or Composition pages in the VIEWS Annual Summary.
  2. Select desired IMPROVE monitoring site using the site selection tools.
  3. If substitute data are available at the selected monitoring site, two distinct 'methods' will appear in the methods pane on the tool control panel.  Select on the 'Substitute Data' method.
  4. Select the desired IMPROVE algorithm. Substitute data are available for both the old and new IMPROVE algorithms (Programs IRHR1 and IRHR2, respectively)
  • Natural condition estimates based on substitute data (new IMPROVE algorithm only):
  1. Navigate to the Natural Conditions II page on the TSS Area of Interest Results page.
  2. Select desired IMPROVE monitoring site using the map on the 'Start' tab or other selection tool under the 'Site Details' tab.
  3. Select the 'Monitoring Data' tab, then select the 'Natural Conditions II' tab.
  4. Select NCII Substitute from the Method selection box.

Steps to submit substitute data:

  1. Issues pertaining to incomplete data at each site and specifics of the substitution method applied should be presented for review by the Monitoring and Data Analysis Workgroup prior to submission to VIEWS.  Ultimately it will be up to EPA in their SIP review/approval process to officially accept or reject any specific data substitution method.
  2. Only one substitute data set per site will be hosted.
  3. Please review the following templates for substitute data format:

Sites with data completeness issues and substitution methods reviewed by the Monitoring and Data Analysis Work Group:

  • BOWA1 - Boundary Water Canoe Area
  • Issue: 2002-2004 modules A,C,&D invalid three out of every seven samples days resulting in incomplete data for these years
  • Resolution: Scott Copeland substituted missing fine soil, ec, oc, and coarse mass data based on seasonal regression analysis using data from VOYA2 site as a surrogate
  • Data Availability: Currently available.
  • BRET1 - Breton Island
  • Issue: failed to meet data completeness criteria during all baseline years.  No baseline data available.
  • Resolution: Substitution performed by Cassie Archuleta (ARS)
  • Data availability: Currently available as part of the VISTAS substitute dataset.
  • MING1 - Mingo
  • Issue: Mud Dobbers clogged Module C Inlet - Data available from 6/2000 to 1/2002
  • Resolution: Suggested substitution protocol is to use OMH as a surrogate for OMC.  Data substitution performed by Warren White
  • Data availability: Raw data are available.
  • WRAP - 9 WRAP sites requiring data substitution
  • Data availability: Raw data are available for new IMPROVE algorithm.
  • VISTAS - 5 VISTAS sites requiring data substitution
  • Data availability: Raw data are available for old and new IMPROVE algorithm.
  • Daily and aggregate data are available from the Trends and Composition tools.
  • Natural Conditions values are available in the NCII tool.
