data completeness and data substitution

Hi once again: Washington State is gearing up for another phase 1 SIP review due in may 2002, so I'll probably be bugging you guys with a lot of questions. We hope to use as much as possible of the September 27, 2001 draft guidance for tracking progress.

I have calculated extinction values for Snoqualmie Pass (Alpine Lakes W.) for the period 7/93 - 7/99, using the data straight from the ftp site. I then examined the data for data completeness using the draft guidance criteria of 75% for a year and no quarter having less than 50% or more than 10 consecutive missing sample days. I defined a year as 12/1 - 11/30 of each year so I could stay on the seasonal quarter break, rather than using the calendar year. The result is that for the entire period of 7/93 - 7/99 only one year (12/1/96 - 11/30/97) meets the minimum data completeness requirement. By the way, most of the missing samples are due to either a missing nitrate or coarse mass component and to a lesser degree due to missing carbon. I'll next be doing the same check of the Mt. Rainier data.

My question is - do you plan on doing the missing data substitutions any time soon? I'd rather not go through the process myself if at all possible. Or have the substitutions already been done and if so, where do I find that data set?
