Kevin, the concentration are reported at ambient conditions. As for the flow rate calculations, Bob Eldred says "The flow rate parameters are all normalized to 20C and sea level. However, in the flow rate calculation, we use the average measured temperature over 24 hours, along with the average transducer readings (for pressure drop) and the pressure factor for the site elevation to calculate the average flow rates. We do not measure the actual atmospheric pressure, but assume that it does not vary significantly from the nominal pressure at the site. This was clearly incorrect when the tornado hit the Sipsey site. However, as you might expect we lost that sample and a few more for reasons other than incorrect flow rate."
