Emissions
Most of the air pollution emissions data prepared and used in analysis and tracking for regional haze planning in the WRAP region is originally collected and reported in some form by the respective regulatory jurisdictions, i.e., state, local, and tribal air pollution control programs. For point, area, on-road and off-road mobile emissions, these estimates are supplemented by various topical
WRAP Forums using contractor support by applying extensive quality assurance techniques and review to assure regionally consistent and comparable historic and projection data across the WRAP region. Emissions of windblown dust, forest/range/agricultural fire, fugitive ammonia, and biogenics are prepared using contractor support to develop centralized estimates of these emissions, with review by the appropriate regulatory jurisdictions. The
WRAP Emission Data Management System (EDMS) acts as a central repository of the various types of emissions data results, with visualization and download capabilities. The
EPA also provides the
National Emissions Inventory (NEI) website that provides trends-oriented emission data; much of the data in the NEI for the WRAP region would vary from slightly to substantially different from those in the EDMS. This section of the TSS makes available key summary emissions data through enhanced analysis and display tools.
Emissions Data Analysis Tools

The Emissions Review Tool is under construction. Once complete, it will be used to investigate state and county emissions which were used in the air quality model.

This ArcIMS mapping tool provides access to regional emissions and modeling maps. You can zoom, pan, query, print, and add or subtract layers to the map display.

Emissions Methods
Emissions Overview:These methods describe the collection, processing, and evaluation of monitoring data needed for evaluating regional haze in the WRAP region.
Area Emissions:Describes how the area (including oil and gas) emissions inventory was developed.
Mobile Emissions:Describes how the mobile (on- and off-road) emissions inventory was developed.
Dust Emissions:Describes how the dust emissions inventory was developed.
Fire Emissions:Describes how the fire emissions inventory was developed.
Key to Monitoring-Modeling-Emissions Mapping:This table summarizes the relationship among real-world visibility-related parameters and parameters defined by the IMPROVE program, the CMAQ and CAMx models, and WRAP emissions inventories. Specific topical designations and direct comparisons are presented. (

Emissions Links and Projects
WRAP Emissions Data Management System (EDMS)
:An emission inventory data warehouse and web-based application that provides a consistent approach to regional emissions tracking to meet the requirements for State Implementation Plan (SIP) and Tribal Implementation Plan (TIP) development and periodic review and updates.
WRAP Regional Modeling Center (RMC)
:The WRAP RMC assists State and Tribal agencies in conducting regional haze analyses over the western U.S. by operating regional scale, three-dimensional air quality models that simulate the emission, transformation, and transport of pollutants and the effects on visibility in WRAP Class I Areas.
WRAP Fire Emissions Tracking System (FETS)
:The WRAP’s Fire Emissions Tracking System (FETS) is a database with a web interface for planned and unplanned fire events. The design of the FETS enables efficient data acquisition, stable data storage and availability, real-time coordination among smoke managers, and cost effective development of fire emission inventories. Reliable and accepted technical methods to estimate fuel consumption and emissions from fire events are implemented in the FETS as are tools to estimate emissions averted due to the application Emission Reduction Techniques. Users can view fire data on-screen with a mapping tool and query the database for downloads of data into model-ready formats and CSV or DBF formats.
