What I do understand is: 1) Data sets with the data substitution already performed are "not" available yet for all sites, 2) sulfate can never be substituted, so I shouldn't even bother going through the steps to check for that component, 3) I should go through the steps in the draft guidance to see which of the other components I can substitute (I'll do that). What I'm not completely clear on is (and I didn't quite ask it this way the first time) when IMPROVE has completed the eligible data substitutions for all sites, where appropriate per the guidance, will those be available as "raw" data sets or only manifested through what is displayed in the "graphics viewer" section of the IMPROVE website? The reason I ask is that we would probably be interested in a raw data set (original plus substituted) so that we can do additional analysis not performed by IMPROVE on data sets with the most complete data.
